Sacmex details that:

How to request a free pipe in CDMX and Edomex?

In Edomex, a water pipe can be requested at the Center for Information Monitoring and Concentration Operations. You must call any of the following numbers that will be available 24 hours a day, 365 days a year: 800 201 2489 for the Valley of Mexico and 800 201 2490 for Toluca.
