The EU Parliament passes a law for mandatory building renovation by 2030. According to this, old buildings must be equipped with new heating and insulation measures for “climate neutrality”. Apartments that do not meet these standards may not be occupied, rented or sold in the future.

On Tuesday, the European Parliament adopted the draft law on measures to increase the renovation rate and reduce energy consumption and greenhouse gas emissions from buildings. In the press statement “Parliament for climate-neutral buildings by 2050”, the EU announced on Tuesday that this project would serve the well-being of millions of people in Europe:

“We want the directive to reduce fuel poverty, cut emissions and create better indoor climates for people’s health. This is a growth strategy for Europe that will create hundreds of thousands of quality, local jobs in construction, renovation and renewable energy energies while improving the well-being of millions of people in Europe.”

With the new EU directive, the aim is to optimize the overall energy efficiency of buildings by 2030, reduce greenhouse gas emissions and energy consumption and become climate-neutral by 2050, according to the justification. Accordingly, all new buildings should initially be emission-free from 2028 and be equipped with solar systems by 2028. For new buildings used by authorities, the zero-emission requirements would already apply from 2026. There are exceptions up to 2032 for buildings where the measures are associated with major renovations.

For the concrete implementation and evaluation of the buildings, the instruments of energy efficiency classes were cited. This enables the building energy efficiency to be classified into classes A to G. Energy efficiency class G corresponds to the 15 percent of buildings with the worst values ​​in the building stock. According to the draft law, such buildings would have to achieve at least Class E by 2030 and Class D by 2033.

An improvement in energy efficiency must take place either when the building is sold, rented again or renovated. Then insulation measures would have to be implemented or better heating systems installed.
