YAROSLAVL, March 18. /TASS/. The investigating authorities opened a criminal case on large-scale fraud during the construction of a kindergarten in the Frunzensky district of Yaroslavl under the Demography national project. This was reported by the press service of the Investigative Committee of the RF Investigative Committee for the Yaroslavl Region.
“From December 2019 to December 2021, persons from among the employees of a commercial organization provided employees of the Yaroslavl Construction Agency with invoices for payment for construction work with deliberately false information, expressed in an overestimation of the volume and cost of work compared to the volumes actually performed, causing thereby property damage to the federal budget and the budget of the Yaroslavl region in the amount of more than 2 million rubles. The investigating authorities initiated a criminal case on the grounds of a crime under Part 4 of Article 159 of the Criminal Code of the Russian Federation (“Fraud on an especially large scale”),” the statement says. .
Earlier, activists of the Popular Front discovered many defects in the building of kindergarten No. 84 in Yaroslavl. Cracks appeared on the walls, roof leaks, peeling of plaster, destruction of ventilation shafts were also recorded.
The prosecutor’s office of the Yaroslavl region conducted an inspection and revealed violations of the law when accepting work – a discrepancy between the design indicators of the installed economic unit and equipment. Initially, the electric roof heating system was out of order, which also affected the roof leaks.
The kindergarten was built under the Demography national project in 2020 under a municipal contract concluded between the Yaroslavl Construction Agency and SZ Center for Energy Construction and Installation LLC. “After the intervention of the prosecutor’s office, the customer applied to the arbitration court with an application to include in the register of creditors’ claims of the contractor, who was declared bankrupt, a debt in connection with the failure to eliminate construction shortcomings,” the press service of the supervisory authority specified.
