This allowed the opposition in the state chamber to delay the laws she had passed in the National Council. With the Carinthian state elections, this relationship has tilted again. Because a mandate has migrated from the SPÖ to the ÖVP, which means that the latter now has 25 mandates again, the coalition again has 31 of the 61 members of the Federal Council. The SPÖ now holds 18 federal councilors, the FPÖ eleven and the Neos one.
In general, the mandates in the Bundesrat are calculated based on the federal state with the most domestic resources (currently Lower Austria), which always has twelve mandates. All other states receive their mandates in proportion to their Austrian population to that of Lower Austria. Since Vienna’s population has risen, but the number of Austrian citizens has shrunk, Vienna is likely to lose one mandate and only have ten instead of eleven mandates in the future. The Bundesrat would then consist of 60 instead of 61 members.
