The Council of Ministers met in ordinary session on Wednesday, January 25, 2023, in its deliberation room at the Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.
After reviewing the items on the agenda, the Board:
– adopted draft texts;
– and heard communications.
IN THE CHAPTER OF LEGISLATIVE AND REGULATORY MEASURES
1. On the report of the Minister of Foreign Affairs and International Cooperation, the Council of Ministers adopted draft texts relating to the ratification of the Loan Agreement, signed in Lomé on December 1, 2022, between the Government of the Republic of Mali and the West African Development Bank, for the partial financing of the Timbuktu Rice Plain Development Project.
Through this Agreement, the West African Development Bank grants the Government of the Republic of Mali a loan in the amount of 8 billion CFA francs.
The loan granted is intended to finance the rehabilitation and extension works of the Korioumé perimeters of 430 hectares, Daye of 417 hectares and Hamadja of 620 hectares through the rehabilitation of the internal irrigation and drainage network, of 11.5 km of tracks, the cleaning and installation of railings on the siphon as well as the development of 10 hectares of market gardening perimeters.
It should be noted that the perimeters concerned were heavily flooded and damaged by the rising waters of the Niger River, thus making the 2022 agricultural campaign almost uncertain for farmers and consumers in the area.
The diligent implementation of this project will contribute to alleviating the suffering of the populations for the coming agricultural seasons, improving their living conditions and reducing poverty in the project area.
2. On the report of the Minister of Health and Social Development, the Council of Ministers adopted a draft decree establishing the organizational framework of the Human Resources Department of the Health and Social Development Sector.
The Human Resources Department of the Health and Social Development Sector is responsible for developing elements of the national policy in the field of human resources management and development for the Ministry of Health and Social Development and the Ministry of Promotion of Women, Children and the Family.
Its organic framework is set by Decree No. 10-203/P-RM of April 13, 2010. After more than a decade of application, it appeared necessary to adapt it to the evolution of the institutional environment and legal.
The draft decree is adopted within this framework. It aims to provide, for the next five years, the Human Resources Department of the Health and Social Development Sector with the personnel necessary for the implementation of its missions.
IN THE CHAPTER OF COMMUNICATIONS
The Minister of Health and Social Development informed the Council of Ministers of the evolution of the Coronavirus disease marked by an increase in the number of cases tested positive compared to the previous week.
The President of the Transition, Head of State, however, called on the population to strictly respect the measures to prevent and fight against the disease.
