Since yesterday, the steering committee for the referendum and general elections has been working to achieve its mission. The opening ceremony of its work at the headquarters of the Independent Election Management Authority (AIGE) located in Badalabougou was chaired by the Minister of State, Minister of Territorial Administration and Decentralization, Colonel Abdoulaye Maïga . It was in the presence of the president of the AIGE, Moustapha Cissé and several actors concerned.
It is important to recall that under the terms of the provisions of the electoral law, in particular in its articles 4 and 5, the AIGE shares with the Ministry of Territorial Administration and Decentralization important prerogatives of support in the specific fields . This concerns the organization and management of the referendum and the general elections. Clearly, this meeting is part of the preparations and the proper conduct of the various elections.
Colonel Abdoulaye Maïga praised the triumvirate (Ministry in charge of Territorial Administration, that of the Refoundation of the State and Ministry Delegate to the Prime Minister, in charge of Political and Institutional Reforms) for the commendable efforts and the sacrifices made while throughout the process of setting up the AIGE.
Like the consultation frameworks with the leaders of political parties and those of civil society organizations, the Minister in charge of Territorial Administration will specify that this technical framework is also an opportunity to continue discussions. And above all to better meet the challenges of organizing credible and transparent elections. This, added Minister Maïga, in accordance with the vision of the Head of State, Colonel Assimi Goïta.
FRANC PARTNERSHIP- The steering committee makes it possible to contribute, among other things, to the development of procedures and acts aimed at ensuring the proper organization of elections, the regularity of electoral operations in relation to the AIGE, indicated the Minister of State. But also, the mobilization of the human, financial and material means necessary for the conduct of the electoral process, the supervision and control of the activities of the administrative authorities.
Added to this is the design, monitoring and implementation of training actions for administrative authorities and electoral officials. “Our objective, by establishing this steering committee, is that it can be the framework for coordinating the actions of the ministerial departments concerned by the elections and the technical and financial partners”, explained Colonel Maïga, affirming that he is not It is in no way intended to make the college of the said authority take over the referendum and electoral operations.
Minister Maïga specified that the government only comes in support. According to him, to have a clear vision of the next steps to come, the supervisory department, in collaboration with the ministries concerned, presented to the Council of Ministers of June 29, 2022 the timetable for the referendum and the general elections. For him, this came after discussions with political parties and civil society. Addressing the directors of the committee, Abdoulaye Maïga declared that this meeting of the committee lays the groundwork for a frank partnership, pooling of efforts and skills in order to achieve the organization of fair, credible and transparent elections.
Abundant in the same direction, the president of the AIGE made it known that the holding of this committee in his service, is the proof of the common will to act together. Moustapha Cissé suggested that everyone is in their role for the success of the bet of the good organization of transparent elections. Thus, he pointed out, the purpose is to offer the Malian people a normal institutional framework in a context of peace and security. “Condition of any development,” he added. He remains convinced that this committee will also make it possible to lay the groundwork for fruitful exchanges on the state of progress of the next elections.
President Cissé reassured that the Authority continues to receive the rectifying tables resulting from the revision of the electoral lists of 2022. This is why he intends to set up permanent consultation frameworks with the administration, the political formations and the civil society to decant concerns related to the elections. He did not fail to mention the challenges of the hour, such as the biometric identity card, the vote of the Defense and Security Forces and that of the displaced.
