In Russia, a working group will be set up for the interaction of authorities and organizations on issues of mobilization and social support for the belligerents and members of their families. Relevant order Russian President Vladimir Putin published on the official portal of legal information.

The group was headed by First Deputy Chairman of the Federation Council Andrei Turchak. It included 31 people, including members of the Russian parliament and authors of popular telegram channels about the war.

Among them are the creator of the WarGonzo channel Semyon Pegov (1.3 million subscribers in the telegram), the war correspondents of the VGTRK Yevgeny Poddubny (893 thousand subscribers) and Alexander Sladkov (988 thousand subscribers), as well as Mikhail Zvinchuk, the creator of the military telegram channel Rybar, to which 1.1 million telegram users are subscribed.

Among the tasks of the working group are the monitoring of law enforcement practice on mobilization issues; consideration of issues of accommodation and provision of mobilized, as well as social assistance to their families; conducting “information and explanatory work” on mobilization issues.

Rybar gained popularity after Russia’s full-scale invasion of Ukraine and covers the war from a pro-Russian perspective. The first name of the creator of the channel called The Bell. The publication reported that this is Mikhail Zvinchuk, a 31-year-old military Arabic translator, a former employee of the press service of the Ministry of Defense. Zvinchuk later confirmed in an interview with RTVI that he and his “colleague” Denis Shchukin created the Rybar project.

Mobilization in Russia began on 21 September. At the end of October, the leadership of the Ministry of Defense reported to Putin about its completion. The president himself also said that the mobilization was over – but did not sign the corresponding decree. Thus, mobilization in Russia is not officially over, and the Ministry of Defense can resume conscription at any time.
