* The scourge of the neoliberal tornado. During the Menen government, in the midst of the expansion of criteria promoted by the Washington Consensus, Law 24,093 was enacted, which established a new port organization for the country (1992). A short time later, the same year that the World Trade Organization –WTO– was created and within the framework of the Olivos Pact, the revived Menem-Dromi duo privatized ports and the maintenance of the Argentine section of the Paraná River (waterway) granting itself the concession of the same to the Belgian company Jan de Nul and to Emepa (1992/95). Water channel that is part of one of the largest water reserves on the planet (the Guaraní Aquifer) and where 80 percent of our country’s exports come from (2020). In a context of loss of national control of ports, seas, and rivers, the supervision of land purchase and sale operations in border areas has also been neglected (for example, in the cases: Lago escondido-Hidden Lake, Bahía Dorada or the purchase of land in the Iberá Wetlands by Harvard University).

In the same direction, the province of Chaco, since 1994, has lost 80% of its public lands (2,900,000 hectares) which, thanks to the depredation of forests and the advance of soybeans, became part of the equity of private companies (1994/2007). On another side; four Transnational companies (owners of port facilities along the Paraná) concentrate the movement of cargo and 57 percent of the foreign sales of grains, flours and oils, which shows foreign control both over security and respect of the economy and trade of the Argentine Republic (2021). All this in a space that serves as a stage for smuggling operations.

Faced with this situation, from the Financial Information Unit we exposed the issue of smuggling of cereals, drugs and weapons as well as the modalities of under-invoicing and over-invoicing in foreign trade within the Mercosur Technical Commissions (SGT 4 – 2021). . This year, the participation of the US armed forces and capital in the Paraguayan sector of the misnamed waterway (2022) is re-analyzed in Paraguayan academic and legislative spheres.

* The Mephistophelian Faust and the Global. The will of Goethe’s Faust –deployed in a world that revolves around its desires and progress even at the cost of the destruction of others, where nature is a nuisance and man is a dispensable being– can be revisited the moment we try to delve into the examination of the current capitalist stage. From this point of view, when analyzing the financial techno-capitalism of our days and its legal-political organization options (whether: those of the welfare state, of neoliberal Dominion or of formal Democracy -with shields of neofascist social control-) we can approach understand the foundation and final meaning of the Project designed by the international concentrated power.

In this framework, the Global Governance Strategic Model expresses a proposal, which transcends the plane of economic relations, to build political-institutional intervention paths aimed at dismantling the bases and institutions of the Sovereign, Social and Democratic State of Rights. Destruction (deconstruction) aimed at forming a management system by organic entrepreneurs and employees of multilateral organizations (such as: the IMF, OMC or WB). System that seeks to legitimize in order to the ethereal idea of: diffuse supra-state sovereignty, based on docile universal passive consumers. This model also displays deculturating actions and messages aimed at producing subjectivity, in the process of dismantling the historical links that identify us with our surroundings, culture and convictions while making collective actors invisible, to focus on discrediting and dismantling, among other things. , to the political, judicial, educational, union, sports institutions and to the free organizations of the people. In such a way, that everything that constitutes us as subjects and identifies, and commits, with our country, affections, the people and their needs, dissolves.

* The power of convictions and organization. In our analysis of these issues, we start from considering, based on experience, that the economic power of money can only be controlled with more money or with convictions and popular organization. Perspective from which it is worth bearing in mind: that the globalist economic project was nurtured with contributions from the North American, French and German Academies, to which was added the production of certain organic intellectuals. Many of them are postmodern (postmaterialist) authors who, consciously or unconsciously, were functional to neoliberal interests and to the war-cultural hypothesis tending to banish Marxist thought. Situation that, once again, raises the need to temporize what is not current and resume the Sartrean commitment that leads us from the theoretical debate to the discussion on praxis. In order to unravel the keys to the functioning of a cultural superstructure oriented to prevent, precisely, the knowledge of the material structure of dependency. Areas that, just like mere street mobilizations -without daily base work- do not have a substantial entity, must overcome the organization of isolated exhibition events and expand permanent spaces for the exchange of experiences and political-cultural discussion that allow progress in the construction of critical mass.
