The Congress of Deputies has given the green light to the General State Budget for 2023, which will now be forwarded to the Senate. As expected, the Accounts have passed the examination of the Lower House without problem, although for this they have had to undergo several changes in the process of amendments.
For example, there is the case of EH Bildu. The pro-independence formation, in this Budget process, has obtained one million euros from the Government for the digitization of radio stations in Basque and 250,000 euros for the promotion of the circus in this language.
All in all, the greatest revenues from this negotiation for EH-Bildu will be outside the Budgets: the Executive has promised to extend the 2% limit for rent increases and the 15% increase for non-contributory pensions until all of 2023 . Also, Navarra will keep the powers of Traffic and Road Safetywhich will have to be transferred before March 2023.

In budgetary matters, EH-Bildu has also obtained two million euros for the University of Mondragón and another 1.5 million for the University of the Basque Country. For his part, PNV achieved the approval of an amendment to allocate seven million for Saharawi refugee camps (this with the vote against the PSOE).
For its part, PDeCAT has introduced other striking measures into the Accounts: declare the free of all bus lines concessioned by the State during 2023. The party led by Ferrán Bel in Congress has also managed to restore the system of bonuses for self-employed workers who are dedicated to street vending in Spain as a whole.
Fiscal benefits
A tax benefit plan for electric and alternative energy vehicles has also been approved, as well as investment of one million euros for road infrastructures in Catalonia.
ERC has incorporated into the Budget amendments to transfer to the Generalitat of Catalonia 900 million euros destined to undertake works in “key” infrastructures in the rail and road sectorss, in addition to including mechanisms for budget execution in the region.
With regard to Más País, proposals have come forward to promote the collective self-consumption facilitiesas well as a game of two million in favor of the Center for Legal Studies of the Administration of Justice and another package of one million euros to create the Observatory of Eating Disorders.
Likewise, another transactional amendment by Más País and ERC has been included to allocate up to 24 million euros to a statewide oral health plan.

Among the measures included in the Budgets from the beginning, one of the most controversial has been the 8.6% increase in the maximum contribution basesin line with the increase expected in pensions.
It should be remembered that the General State Budget for 2023 already includes at least 266,719 million euros for social spending (although more than half of this amount is to pay pensions).
Through the regional financing system (which includes installments on account and the 2021 tax settlement), the State will deliver 135,274 million euros to the regions, a record figure.
