The first big change that UER has announced has been that “the countries that qualify in the two semifinals, 10 in each, will be chosen only by televoting“It will not be done with the combination of televoting and the jury as it has been since 2009.
For the first time in Eurovision history, those who are watching Eurovision from countries that are not competing will be able to vote for their favorite song on-line. Their votes will be added up and converted into points that will have the same weight as that of a participating country in both semifinals and the grand final.
