The magic number is eight. Using eight percent of the resources for capital expenditures is the great objective of the Axel Kicillof government in the new budget for the 2023 financial year that will be presented this Friday 28 by the Minister of Treasury and Finance, Pablo López.

Capital expenditures indicate investment by the public sector, which thus collaborates with production. For example, the infrastructure in its different variants.

In this 2022 the capital expenditures of the State of the province of Buenos Aires reached 7 percent of the budget.

Government officials confided to this newspaper that this difference of 1 percent increase will not only consolidate investments in infrastructure but will allow them to be expanded.

Kicillof crushes his officials in private with the same phrases he releases in public.

“It’s not just about making a new route and inaugurating it, but about maintaining it,” he is used to saying insistently to his own team.

Provincial officials dream of recovering the share that Buenos Aires lost when Alejandro Armendáriz, the governor elected along with Raúl Alfonsín, gave up points. But that is utopia. In the meantime they must be content with the resources of the co-participation and their own. 50 and another 50 percent. And of their own, 70 percent that comes from gross income. In other words, it is closely linked to the level of activity, in the same way that national resources are linked to the collection of Profits and Value Added Tax.

The panning of consultations allows us to report that, even with the pandemic over, the resources of the SAE (the service that guarantees food in schools) and the MESA plan, which complements it, will not decrease.

SAE plus MESA covers more than two million beneficiaries with resources that in 2022 were 110 billion pesos.

“If we take what María Eugenia Vidal spent on that item and update it to today’s values, it would be 30 billion, that is, almost a quarter of what we spend on food through these two channels,” calculated an official who requested reservation of his name pending the numbers proposed for 2023.

López, who has already seconded Kicillof in the Ministry of Economy, will publicly explain the new budget at 10 am on Friday, October 28, before legislators and mayors. The project will enter the Chamber of Deputies.

Capital expenditures include infrastructure and housing works, school construction and repairs, public health facilities, and prisons.

The relative weight of the services of the debt taken by Vidal and renegotiated by Kicillof will continue to decline, “the incentive for production and employment” will be accentuated, according to official logic.

A new perspective, which will be added to that of gender, is the environmental one.
