The head of Chechnya, Ramzan Kadyrov, announced at a meeting with the operational headquarters to conduct a “special operation” that there would be no mobilization in the republic. On September 21, Russian President Vladimir Putin announced a “partial mobilization” in Russia. The Ministry of Defense of the Russian Federation plans to call up 300,000 people to the war in Ukraine.

On September 15, Ramzan Kadyrov urged the heads of Russian regions not to wait for the Kremlin to declare martial law, to carry out “self-mobilization” and send a thousand volunteers to the war in Ukraine. Some governors supported the proposal of the head of Chechnya.
