At 9:00 Moscow time, Putin began his address. The President nevertheless announced a partial mobilization in the Russian Federation.
“Only citizens who are currently in the reserve and, above all, those who served in the Armed Forces, have certain military specialties and relevant experience, will be subject to conscription for military service. Those called up for military service will undergo additional military training without fail, taking into account the experience of a special military operation, before being sent to the units,” the head of state said.
All these measures were created in order to protect the residents of the DPR, LPR, Zaporozhye, Kherson region. “We cannot but respond to their sincere desire to determine their own destiny. The parliaments of the people’s republics of Donbass, as well as the military-civilian administrations of the Kherson and Zaporozhye regions, decided to hold referendums on the future of these territories. They turned to us, to the Russian Federation, with a request to support such a step. We will do everything to ensure the safe holding of referendums so that people can express their will. And we will support the decision about their future, which will be made by the majority of residents of the DPR, LPR, Kherson and Zaporozhye regions,” Vladimir Vladimirovich emphasized.
