On September 14, 2022, the 3e edition of Justice-Press exchange days at the Maison de la Presse in Bamako. Devoted to the theme: “Ethics and Deontology of the Magistrate, What impact on the fight against corruption? », this day was placed under the aegis of the Minister of Justice, Human Rights, Grade des Sceaux, Mamadou Kassogué.
These different days, part of an alliance forged between the Department of Justice and the media, aim to equip the men and women of the media on justice so that they can in turn give citizens accurate and credible information. on justice.
The Minister of Justice, in his speech, said that this dynamic partnership between his department and the press is an awareness of the fundamental role of the press in the administration and distribution of justice, as an instrument awareness and watch against incivility and its corollary of deviant behavior, but also a compass for the orientation of legal action in certain procedures.
The theme of this third day, according to him, is as much a topical subject as it is of national concern because of its depth and the complexity of the phenomenon of corruption in the country. ” We decided, in a specific way, to deal with the problem with regard to the magistrates because of the importance of their mission in the fight against the phenomenon he explained.
Minister Kassogué also affirmed that the fight against corruption can only be a reality when those who are responsible for applying the law to economic and financial offenders, exercise their function in strict observance of the rules of ethics and deontology which frame their profession.
According to him, it is necessary to fight with determination the impunity and the feeling of impunity created by the embezzlement of public funds, the biased control or verification missions, the ineffective judicial procedures, the non-execution of court decisions concerning pecuniary convictions , the non-application of texts on disciplinary sanctions.
For the head of the Department of Justice, justice constitutes a fundamental lever which the State must use to guarantee the implementation of a policy that leaves no room for impunity in the fight against corruption. He also maintained that the corrupters and corrupt must be repressed ruthlessly but that it would be necessary to manage to change mentality and to make understand to the population that the one who corrupts renders a disservice to the magistrate and to his country.
- Kassogué further explained that the failure of the measures taken by successive governments in the fight against corruption can largely be explained by the inconsistency and inconsistency of policies in this area, but also by inefficiency and inadequacy of the institutional framework.
Minister Kassogué is convinced that this dynamic alliance between justice and the press will offer the Malian people a space for exchanges promoting the awakening of consciences for the full and complete participation of each citizen in the work of national construction.
