After the controversy generated around energy saving measures, the Government has had to call an emergency meeting. Appointment that seems not to be enough for the Madrid’s community. In a letter sent to the Minister of Ecological Transition, Teresa Ribera, the region’s Ministry of the Environment has requested a second meeting (this time between the minister and the councilors) to resolve the “uncertainties” raised by the decree that will be Launching on August 10.
The Councilor for the Environment, Housing and Agriculture of the Community of Madrid, Paloma Martín, It is who signs this letter in which it is reproached that the meeting already convened by the Department of Ecological Transition for Tuesday does not give “margin” of action to the merchants and sectors involved.
Madrid criticizes that the advisory commission is going to be used to “resolve possible doubts” about the application of a Royal Decree that is launched that same day. “There is no room for action to give certainty to merchants and sectors affected by the measures”, explains the counselor in her letter.

For this reason, Ayuso’s team asks for a second meeting. On this occasion, the meeting would be led by the Ministers of Environment of all the autonomies and the minister herself. And it is that, the appointment of Tuesday will be led by the Institute for the Diversification and Saving of Energy (IDAE).
Madrid hardens its speech and affirms that the meeting, which according to the Executive served to explain the content of the decree, did not go into specific topics.
The meeting was held on July 28 and, according to Madrid, they were only informed “off the agenda” about the existence of the plan of measures, but not about “specific measures that could directly affect specific economic sectors.

“Now summon the Advisory Committee on Energy Saving and Efficiency, advisory body, and it does so without complying with the applicable regulations, without receiving the communities; at least two days in advance (they are not business days or Saturday or Sunday); without containing the agenda of the meeting and without the information on the topics, which should be available to the members in the same period”, he argued.
Faced with insistent requests from the Community of Madrid, the Government has responded that this meeting “at the political level” was already held last week. In a radio interview, the Minister of Industry, Commerce and Tourism, Reyes Marotohas stated that “last week” there was already that meeting in which the agreement they had reached in the Council of Ministers was transferred.
The minister has lamented that “again” the regional leader is in “the no for the no”. Likewise, she has indicated that she does not know what the Popular Party’s response is and “Mr. Feijóo has to clarify if he is with Mrs. Ayuso or he is with Europe”, she has claimed.

However, he has defended that next Tuesday’s appointment is a technical meeting to “guarantee the correct application of the decree” because “the most important thing is compliance“. “We do not discuss the content, but how to implement it,” he pointed out.
The minister has assured that these meetings are habitual when these norms are approved because “always” doubts arise about the interpretation. Thus, she has added that what is relevant is that all the autonomous communities are clear that the norm “is there to comply with it” and that the exceptions are included in the text.
