The Minister council held this same Monday, the last one before the vacations of the members of the Executive, approved a new package of aid for the transport sector endowed with more than 650 million euros. These include direct transfers to highway actors and the specifications of the announced free subscriptions for trains Cercanías, Media Distancia and Metric Width.
The aforementioned Royal Decree is divided into three parts and affects all transport, although the most important novelties are those that refer to land. In this sense, the Government complies with road carriers in regard to the Food Chain Bill and transforms it into a Royal Decree that, according to sources from the Ministry of Transport, “corrects the imperfections that affect the most vulnerable in the negotiation of prices.” In this sense, it is established obligation that the contracts with the effective carrier be made in writing and reflect the agreed price, so that it can be checked whether it is higher than the costs incurred. The aforementioned document also establishes Infringements and sanctions and the Government is committed to the implementation of a code of good practices for intermediaries. In the same way, control procedures are included.
Continuing with road transport, the Government has also approved a new download pack to the different vehicles exactly the same as the one that was granted last April and that goes from the 1,250 euros for trucks at 300 euros for taxis and VTC. As a novelty, in this case moving trucks, Ceuta and Melilla taxis and urban buses, which had been excluded in the first call for this aid, will also be eligible for this type of transfer. To meet these payments, the Ministry of Transport will opt for a extraordinary credit of 450 millionsimilar to April.
In the same meeting, the green light was also given to the Royal Decree that establishes the conditions of Free subscriptions for Cercanías, Media Distancia and metric gauge trains. In this sense, new measures are established for the promotion of rail transport, with the free OSP lines -Obligated public service- with the exception of Avant trains. “They are intended to be social protection measures, contribute to decarbonization and represent a reduction in global energy consumption at the country level,” they point out from the portfolio of the branch.
These will be in force between September 1 and December 31 and will be structured through different types of installments subject to a bond. In the case of trains Surroundings, a new four-month season ticket is created for use in each population center. To get hold of one of these cards, you establish a deposit of ten euros. If at least 16 trips have been made at the end of the validity period, this amount will be refunded automatically if the payment has been made by card, or manually if it has been in cash. For intermodal transport passes managed by consortia of the different autonomous communities, MITMA undertakes to assume the part that these institutions pay to Renfe in exchange for the consortium deducting that cost from the price of the subscription to the user. Of course, it will be the different autonomous communities that have the last word.
In the case of conventional medium distance or metric gauge trainsthe form of use will be the same, although its use will be limited to a single route and the deposit will be 20 euros. To facilitate the process of acquiring them, Renfe will incorporate 1,000 people in stations. Beyond these services, users of Avant subscriptions -medium distance at high speed- will benefit from a 50% price reduction. The Ministry of Transport estimates that these measures that affect railway OSPs will cost 201 million.
air and sea
The other two parts of the Royal Decree have to do with air and sea transport. In the first case, it includes the relaxation of the Covid requirements in the management of passengers at airports, the regulation of investment to speed up the control of arrivals and departures of non-EU passengers and the review of Aena construction contract prices to avoid delay in investments.
On the side maritimethe regulations are modified to consider Ukrainian citizens as those with a passport of the European Union for the composition of marine crews. That is to say, the shipping companies will be able to hire personnel from this country for certain positions until now reserved for EU citizens. In addition, the authorization for Spanish shipping companies to contract foreign private security services for their protection against piracy is also included.
