On August 1, the 10th Conference of the Signatories of the Treaty on the Non-Proliferation of Nuclear Weapons began at the UN Headquarters in New York (NPT). Since 2020, this conference has been postponed several times due to the coronavirus pandemic. It will last until August 26th.

At the opening of the conference, UN Secretary General António Guterres declaredthat the world is facing “a nuclear danger not seen since the height of the Cold War”.

“We have been extremely lucky so far. But luck is not a strategy. And not a defense against geopolitical tensions escalating into a nuclear conflict. Today humanity is just one short distance away from nuclear annihilation,” Guterres said. He called on countries to move humanity towards a world free of nuclear weapons.

US, France and UK in a joint statement presented at the conference, reproached Russia that it uses “groundless nuclear rhetoric”.

In the wake of Russia’s unprovoked and illegal war of aggression against Ukraine, we call on Russia to stop its irresponsible and dangerous nuclear rhetoric and behavior in order to fulfill its international obligations. Nuclear weapons, as long as they exist, must serve defensive purposes, deter aggression and prevent war. We condemn those who use or threaten to use nuclear weapons for military coercion, intimidation and blackmail.

Russian President Vladimir Putin, in turn, declared in an appeal to the participants of the conference that there can be no winners in a nuclear war and it should not be started.

As a state party to the NPT and one of its depositaries, Russia consistently follows the letter and spirit of the Treaty. Our obligations under bilateral agreements with the United States on the reduction and limitation of relevant weapons have also been fully fulfilled. We proceed from the fact that there can be no winners in a nuclear war and it should never be unleashedand stand for equal and indivisible security for all members of the world community.

US President Joe Biden, in a separate statement, called on Russia, as well as China, to demonstrate that they are committed to limiting nuclear weapons. According to Biden, Russia must show that it is ready to extend the bilateral nuclear arms reduction treaty, since the operation of the treaty START-3 will expire in 2026.

“My administration is ready for operational negotiations on a new arms control framework that will replace START III. But negotiations require a partner willing to act in good faith. And Russia’s brutal and unprovoked aggression in Ukraine has destroyed peace in Europe and constitutes an attack on the fundamental principles of the international order,” the US President said.

Deputy Head of the Security Council of the Russian Federation Dmitry Medvedev, commenting on Biden’s proposal, wrote in the telegram channel that the Americans “crawled” with the topic of strategic security. “Biden, reluctantly, spat out that even during the Cold War, the USSR and the United States discussed security issues and found compromises,” Medvedev writes. — And that we need a new treaty on the limitation of nuclear potentials, which will replace START-3, which expires in 2026. All this, of course, is good. However, I will reiterate. Now the situation is much worse than the cold war. Much worse! And we are not to blame for it. Well, and most importantly … Do we need it at all? The world has changed.”
