The former technical director of the Andalusian Foundation Training and Employment Fund (Faffe), Fernando Villén, has once again circumvented the courts. The man who spent brothels €15,000 of the Andalusian unemployed in just two days was summoned this Thursday for the alleged “irregular, unfair and arbitrary hiring” of another socialist in the aforementioned entity, although the Investigating Court No. 6 of Seville has finally postponed the June 10th the batch of statements.

Both Villen and the Councilor for Cultural Dynamization and Historical Heritage of the City Council of Jerez de la Frontera (Cádiz), the socialist Francisco Camasare being investigated for alleged crimes of administrative prevarication and embezzlement for the alleged “fraudulent incorporation” of the latter in the Faffe“with the consequent damage or impairment of the public funds that would have been derived from it.”

Both had been summoned for this Thursday together with the former director of Human Resources of the Faffe Antonio Jimenez Cuenca and Luis Marques Suarezformer manager of the Faffe in Cádiz, although finally their appearances have been postponed again, as they have specified to Europe Press sources from the Superior Court of Justice of Andalusia (TSJA). This batch of appearances was already postponed from April to this day and already chains several postponements.

In a car issued on December 21, 2021 and collected by Europe Pressthe investigating judge José Ignacio Vilaplana explains that these preliminary proceedings are intended to clarify the alleged contracting ‘by finger’ of the socialist Camas.

Salary above your level

In addition, the investigation covers the alleged “unlawful keeping of Francisco Camas in different jobs (technician in the Cádiz Management and later head of the Faffe center in Jerez de la Frontera), without specific material content – also perceiving a salary above your level or professional category-, created and attributed ‘ad hoc’ to justify and provide the illicit provision of labor services; with the consequent unjustified collection of emoluments and benefits by Mr. Camas Sánchez, both in the Faffe and in the SAE, where he was subrogated and was employed after the extinction of the entity until June 2015, when he assumed a forced leave of absence for designation for public office» in the City Council of Jerez.

According to Judge Vilaplana, Francisco Camas was hired in 2003 at Faffe “at the request” of Fernando Villén“by their sole will, without any process of assessment or contrast of the aptitude or suitability of the subject to be hired”, with which this incorporation “would have been carried out in an unfair and arbitrary manner, disregarding the hiring procedures (… ) and in a manner contrary to the general principles of publicity, objectivity, impartiality, equal opportunities, merit and ability that would govern said selection and hiring process.


“The mere ‘commitment’ to employ 60% of the workers from the Training and Employment Fund (FPE)where Mr. Camas had previously been working, without a call and without a criterion and public contracting processit would be completely insufficient to access the job, ”determines the investigating judge.

And it is that on the subrogation of the FPE staff in the Faffe “there is no record of any relationship of workers that corresponds to that supposed commitment with the liquidation commission, which guaranteed the employability of 60% of the staff.”

Francisco Camas, according to the investigating judge, “would have cooperated and contributed to his illicit recruitment and incorporation to the Faffe, contributing elements that could offer an appearance of legality to it, inducing its managers, in particular Fernando Villén, to carry out said irregular contracting, naturally agreeing with them for that purpose».

Hired ‘without real work’

Camas Sánchez, Judge Vilaplana continues, would have held a “higher level position” in the Faffe “without specific tasks and without performing a real taskwith the acceptance and approval of »Fernando Villén as then director of the entity.

Given the case, and thanks to the prior pronouncement of the Prosecutor’s Office, the judge cites both as investigated, along with the former director of Human Resources of the Faffe, Antonio Jimenez Cuenca; and who was director of the Management of the Faffe in Cádiz, Luis Maria Marquez Suarez.

It should be remembered that in October 2020 the judge ordered the continuation of the preliminary proceedings opened against Fernando Villén and the former socialist mayor of Lebrija Antonio Torres García for alleged crimes of administrative prevarication and embezzlement derived from the “unfair and arbitrary” hiring of the aforementioned former mayor at Faffe, in a manner contrary to the principles of equality, merit and capacity and due to the sole “affinity and personal and political connection” between the two.

In September 2021, on the other hand, it issued an order in the cause of the payments in hostess clubs with Faffe bank cardsin which the former director Fernando Villén and the former financial economic director of the same appear as investigated Ana Valls; transferring the accusations so that they urge “whatever they deem appropriate regarding the opening of the oral trial, formulating a brief with provisional conclusions”; and to the lawyers of those under investigation to formalize their defense briefs.
