The Buenos Aires Collection Agency (ARBA) intimidated 2,500 owners of fields valued at two million dollars because they were not registered in the Gross Income tax, within the framework of a comprehensive control operation that it develops on the agricultural sector, announced today the executive director of the provincial body, Cristian Girard. “We detected 13,402 items from producers that are not registered in Gross Income or are, but declare zero, when they had production,” explained the official in statements to Radio 10 and Continental.

He explained that with satellite images, ARBA carries out a reconstruction of the last 10 campaigns of the core zone of the province, for which it has information “of what was sown and how much it yielded in the harvest in each of the items”. “With this crossing, we are going to see if that CUIT is paying Gross Income. If not, we invite them to register because we see production on the plot but no economic activity is reported,” Girard continued.

He maintained that the owners of the fields were notified so that in a period of two weeks “they rectify their sworn declarations” and detailed that, otherwise, “they are notified of the fine or tax determination ex officio.” In this framework, he explained that “of 13,400 controlled items, 2,500 were fields of more than 300 hectares, with a market price of more than 2 million dollars”, and analyzed that they are highly valued properties”. “This is important type of interventions because they have a progressive bias,” Girard stressed, and indicated that “it is a highly concentrated and wealthy sector.

The director of ARBA said that this year the agency carried out “for the second time in a row the control of the harvest route at 16 points throughout the province”, after which “a thousand tons of cereals were seized that were being transported without documentation” , and pointed out that “3% of the trucks did not have the papers, so records of merchandise transported in violation were drawn up” for a total of 200 million pesos. He highlighted that last year, as a result of all control actions, 2 billion pesos of proven evasion were recovered, and specified that the agency works from “different information crosses”.

He said that a cross is made between VAT and Gross Income, to see “if the AFIP information is consistent with respect to a CUIT associated with an item with what it declares that it sells in ARBA”; and he said that “banking movements that account for an economic activity” are being studied; the payment of Stamps and the green index through satellite images. “We have a fairly complete picture of what happens in each game and from there, through tax intelligence analysis, we deduce if there is evasion and the taxpayer is intimidated,” he said.

On the other hand, he explained that the collection in the province is above inflation, but stated that “it is still noticeable that the collection is lower than that of 2019, especially in objects of lower value, which shows that the class media still needs to recover”.
