Former CIA analyst Ray McGovern urged the United States to recognize the promise about NATO. In his opinion, a 1991 document found in the British National Archives, in which Western diplomats speak of the unacceptability of such actions by NATO, looks like “decisive evidence” that the United States must admit. According to McGovern, the found document puts an end to the dispute between Russia, which claims that the countries of the West at the end of the Cold War promised the USSR not to expand NATO to the former socialist republics, and the United States, which deny such guarantees and uphold the principle of “open doors” of the North Atlantic alliance.

On February 18, Spiegel magazine reported that a document classified as “secret” was discovered in the National Archives of Great Britain, which contains the minutes of the meeting of representatives of the foreign ministries of the United States, Britain, France and Germany in Bonn on March 6, 1991. It followed from the document that the meeting participants agreed that the membership of Eastern European countries in NATO is unacceptable.
