The State Duma spoke about the situation with homeless animals

Speaker of the State Duma (DG) Vyacheslav Volodin spoke about the situation with homeless animals in Russia. After incidents with dog attacks, he called for appropriate liability for officials. He wrote about this in his Telegram channel.

Volodin said that the case in Transbaikalia, when stray dogs killed a seven-year-old girl, revealed the existing problem. In Russia there were proposals to change the federal legislation.

However, it is the local authorities who do not consider the problem a priority, while the number of animal attacks is increasing. Therefore, the representative of the State Duma called for the introduction of responsibility for officials for this situation.

“In this regard, it is correct in this matter to introduce responsibility for officials responsible for the situation with homeless animals on the ground,” he suggested.

The politician added that regional and local budgets need to “develop measures to support civil initiatives.” Such measures may include exemption from land tax for private shelters, the purchase of feed, sterilization or the allocation of a grant for the construction of places for keeping animals.

“Together with the regions, animal rights activists, regulatory authorities, we will analyze law enforcement practice and develop proposals as soon as possible,” Volodin concluded.

The death of a girl in the village of Domna in the Chita district of the Trans-Baikal Territory became known on January 22. The child was attacked by a pack of stray dogs, later her body was found in one of the wastelands. Upon the death of Russian women, a criminal case was opened under Part 2 of Article 293 of the Criminal Code of the Russian Federation (“Negligence”).

The Chairman of the ICR, Alexander Bastrykin, will be personally reported on the progress of the investigation into the death of the girl. In addition, he will be given data on the facts already established by now about what happened. The head of the ICR also instructed to transfer the case of the death of a child from a dog attack to the Main Investigative Committee of the Investigative Committee.

After the incident, the governor of the Trans-Baikal Territory, Alexander Osipov, proposed changing the federal law governing the capture of stray animals in the country.
