The case of Salta: Saeta as a mirror model

By law, the Sociedad Anónima del Estado de Transporte Automotor, Saeta, was created in 2004. And it began to operate on August 1, 2005. The firm, which groups together the metropolitan lines, is made up of three legs. One is their own collection, which the companies assign to Saeta for its administration.

The other leg is the provincial subsidies, which allow maintaining the quality of the service and which can vary the relationship between collection and subsidies from month to month. The third leg is national subsidies. Since the implementation of this system, the companies are the service sub-concessionaires.

Saeta is the main concessionaire, but in order to respect the Municipality’s contracts with the concessions assigned by bidding with each company, these firms were hired as sub-concessionaires of the system. The trust ensures social charges and the payment of salaries.

In turn, it pays the entrepreneurs per kilometer traveled. There are also funds for modernization guidelines, improving the units. That allows them to increase the money they receive. This is why the average age of the Saeta units is less than 3 and a half years.

The ticket value is set by a commission of costs that makes a study and a cost is defined that allows to sustain the system. Currently, the common ticket costs $ 32.
