Marlaska will give incentives to police and civil guards posted in Catalonia and in the Basque Country

In recent years, thousands of agents have been demanding that the Ministry of the Interior urgently declare Catalonia as “Area of ​​Special Singularity”, before “the bleeding of troops suffered by the staff” of that autonomous community. There the discontent is such that most of the troops do not hold out too long in a destination, in their opinion, one of the most complicated on the peninsula.

But this Wednesday Minister Fernando Grande-Marlaska has finally promised, as EL ESPAÑOL has learned, to endow that autonomy with the declaration of Area of ​​Special Singularity, a name that the Basque Country already enjoys – granted during the years of greatest activity of the terrorist group ETA – and that the agents intend for the Campo de Gibraltar region, so punished by drug trafficking.

In a meeting held with the JUCIL association, the majority within the Civil Guard, the minister has indicated to his secretary general, Ernesto Vilariño, that the process of processing this declaration for Catalonia is “very advanced”. Marlaska also assured that, as in other cases, “It will include advantages that make it easier for civil guards and national police to settle in the area.”

These are the words of the JUCIL Communication Secretary, Agustín Leal, who explains to this newspaper that for years, and more specifically since 2017, when the separatist challenge intensified, the agents assigned to that autonomous community “have been living poorly due to rejection and the abandonment they suffer from part of Catalan society, the independence movement “.

Under this situation of “stress and permanent tension” to which the agents are subjected, more and more people decide to request other destinations where they can work and reside, they and their families, say from JUCIL, “without breathing the tension they endure in Catalonia“.

As EL ESPAÑOL already revealed, the national policemen, as soon as they can, leave that territory. If in 2020 around 800 Policemen left the Catalan community, in 2021 more than 900 agents did the same by leaving that place. This is a considerable number of changes every 12 months in a staff, that of the National Police, which barely reaches 3,500 troops there. Last year, like that, one in four police officers stationed in Catalonia left the community.

Salary equalization

In fact, in the Catalan workforce, sources from the Armed Institute assure, a little more than a fifth of the total of 4,000 planned troops is missing. From JUCIL, incentives have been requested from the minister, like more days off and a bonus in salary conditions, to achieve a rootedness among that land for the civil guards, with which, they explain, “it will in turn be possible to give a better service to the citizen.”

The minister also promised “keep moving forward” in the achievement of the “real wage equalization”, but also to the equalization of means and working conditions of the civil guards and national police with the regional police, as indicated during the meeting. “Not only to the equalization of salary – they assure in JUCIL -, which has not yet been achieved, also of means and working conditions with the autonomous police”

Inequalities

The meeting with the minister has also served, according to the same sources, to remind him of the “inequalities” of the Benemérita agents in relation to other police officers not only in salary matters, but also in working and retirement conditions.

They stressed that the Mossos D’esquadra can retire in Catalonia at age 60 without this implying a loss of value of their economic benefits, while the civil guards are still obliged to retire at age 65 to avoid economic losses in their pension.

They also pointed out that the Civil Guard lacks more than 10,000 agents to complete the necessary staff to attend all the services that the agents of this body now provide, which would improve the security conditions of all citizens. “The minister promised to move forward to eliminate these inequalities,” they say from JUCIL.
