The talks revealed a large amount of disagreement on fundamental issues, but it was a heart-to-heart talk. We have pointed out to NATO honestly that further deterioration in relations carries serious risks. If they switch to a policy of containment, we will go to counterdeterrence; if it is intimidation, we will respond with counter-intimidation. Attempts to build security without Russia’s involvement are counterproductive. For us, the absolute imperative is the end of the open door policy and legal guarantees of further non-advancement of NATO eastward. Expansion creates unacceptable risks for us that we will confront. The thesis that no one can determine NATO’s policy towards its members is unfounded. We do not exclude the restoration of our diplomatic mission to the alliance. The Ukrainian authorities need to be forced to comply with the Minsk agreements – then de-escalation is possible. NATO must stop all military aid to Kiev.
