Conectar Igualdad is back, the notebook delivery plan for students

The government made the return of the program official Connect equality, distribution of netbooks to public school students and teachers. The plan will be resumed with the modality “of delivery of a laptop to each student and teacher in secondary schools and special education ”. Decree 11/2022 was signed by the president Alberto Fernandez, the Chief of Staff, Juan Manzur, and the Minister of Education, Jaime Perczyk. In its text it indicates that the Connect will be financed with the items assigned annually by the General Budget Law of the National Administration to Education, with funds from the National Treasury.

The plan seeks to provide “technological resources” to the educational community, specifically to students and teachers of public high schools, schools of special education state management and institutes of Teacher training. The rest of the educational levels are expected to receive the benefits of the program according to criteria developed by the Ministry of Education.

When did the Connect Equality program start?

The program was originally created in 2010, by the then president Cristina Kirchner, and they came to deliver 5.3 million computers until the end of his term. In addition, they offered trainings for the use of the tool and courses to develop educational proposals.

Mauricio Macri discontinued the program after his inauguration, drastically reducing the number of computers delivered per year. The Cambiemos government’s decision to stop providing computers to students was not only a matter of fiscal adjustment: the former president devalued the initiative, which he even said was like “Distribute roast and not have a grill”. The decree speaks promptly of students and teachers of public high schools, schools of special education state management as recipients of one computer per student. The rest of the educational levels are expected to receive the benefits of the program according to criteria developed by the Ministry of Education.

According to the decree, the delivery of computers will be carried out based on the agreements that the Ministry of Education makes with the provinces and the City of Buenos Aires.

The rule repealed decrees 1239/16 and 386/18, signed by the former president Mauricio Macri, who renamed the program as “Plan Aprender Conectados” and took it out of the orbit of the ANSES to put it under the control of Educ.ar, the state society of the Ministry of Education of the Nation.
