This Thursday, January 6, 2022, at the Palace of Culture, the Collective for the Safeguarding of the Union for the Republic and Democracy (URD) hosted a press briefing. Objective: to clarify certain points, in particular the need to organize the next party congress.
It is clear that the sudden death of the late Soumaïla Cissé will have left clearly visible scars within the Union for the Republic and Democracy. Needless to say that the new memberships, including those of Dr Boubou Cissé and Mamadou Igor Diarra, do not seem to bring calm and serenity within the party. With harassments and dissensions of all kinds, the URD only spread the points of divergence between the clans.
In a luminary declaration, the Collective mentions a certain number of dysfunctions in the management of the first vice-president, Pr Salikou Sanogo. According to the spokesperson of the Collective, Kalilou Samaké, since the death of Soumaïla Cissé, there has been a failure to respect the frequency of meetings of both the executive secretariat and the national executive board (violation of articles 97, 102 of the statutes , 45, 67 of the internal regulations); the too short notice period, more frequently from 1 to 2 days, made voluntarily so that the number of participants is drastically reduced; no account is taken of the quorum; the quality of the preparation of the meetings leaves much to be desired as well as the decisions to be submitted to the meetings; there is no summary at the end of the meeting and no reports or minutes kept and validated in accordance with the provisions of article 56 of the internal regulations; meetings, increasingly rare, have become the object of covetousness.
In accordance with the declaration of the Collective, it is written that the consequence of this bad governance is that many concerns of activists worried, frustrated and not at all reassured about the conduct of the party and its positioning, have no answers; the meetings are more and more fearful, especially since, more generally, they end without precise conclusions, so strong are the contradictions and the positions decided. It should be noted that 7 months after the BEN meeting from 24 to 25 April validating the results of the “reflection and strategic orientations” workshop, the summary report is still not available and none of the critical resolutions is implemented by the party leadership.
According to Mr. Samaké, it must be noted that the organization of the national conference was mentioned at the meeting of the ES on November 24, 2020 and that it was necessary to wait 5 months, i.e. the workshop of April 24 and 25, to retain the principle. Likewise, it took the extraordinary BEN of August 21, 2021 to agree on the date of its convocation, under the pressure of the majority of BEN members who demanded an extraordinary national conference. And that ultimately, it took 9 months to achieve the one and only statutory decision necessary to remobilize the party, for the holding of the national conference. On a completely different level, we note the use of party funds in ignorance of the rules of accountability. In this register, it is advisable to note the organization and the financing of the national conference, in a total opacity in particular on the aspects of financing which were not the subject of any validation in SE and BEN, concluded the spokesperson.
According to Mamadou HawaGassama, “our texts are clear: there are no old and new militants. He also took the opportunity to quote the list of ten URD executives who have joined the party in recent years. He will be indignant in these terms: “Why is the arrival of Boubou Cissé and Igor Diarra bothersome?” He will say that the only solution is to try to re-mobilize and reorganize the party as soon as possible.
According to Abdramane Diarra, URD youth president, the URD communication unit has other concerns than the party itself. Hence the incessant publications of inconsistent press releases on social networks. “URD is not a party that must be managed on social networks,” he said.
Thus, in view of this situation of the current leadership of the party, the Collective for the safeguard of the URD announces the organization, on January 16, of the extraordinary congress to choose a new president.
The Collective claims 2/3 of the members of the national executive board. And affirms that of the 56 national sections, 40 have already confirmed their participation, including the Sikasso section, however led by Pr Salikou Sanogo, interim president, whose tendency is opposed to the announced congress.
