The persecution structure set up by former president Juan Carlos Varela, and former attorney Kenia Porcell, would not only reach the prosecutors of the Public Ministry, but would also reach the third judge liquidating criminal cases, Baloisa Marquínez.
Sources have indicated that the tentacles of the network, which is now managed by David Díaz, former Deputy Secretary of Porcell and William Moore, brother of former Anti-Corruption Prosecutor Zuleyka Moore, also reaches the Third Court of Criminal Proceedings of Panama.
As it has been known, William Moore and David Díaz, supposedly, would be the figures that keep the structure active, which has allowed various people to drop the imputation of charges in the investigations into the New Business case.
For this work, he has allegedly charged large sums of money in exchange for removing these businessmen from the investigation, through agreement figures or by becoming protected witnesses in this case.
The way to do it is the same used in other processes, to falsely accuse the former president, Ricardo Martinelli.
Meanwhile, Judge Marquínez is recognized for keeping the record of not admitting resources from the defense of people close to Ricardo Martinelli.
Against him there are specific complaints about actions in causes that are not within his competence, mismanagement of legal processes and protection of the closest circle of former President Varela.
Despite having ties that prevent Judge Marquínez from making impartial decisions, she continues to exercise her functions regardless of the public complaints filed against her decisions and judicial handling.
One of these complaints is that of the lawyer Alfredo Vallarino, who denounced that Marquínez’s actions are “absolutely irregular”, because the Third Settlement Court he directs was created after the legal proceedings on which he intends to rule were opened.
