The initiative of the Chamber of Commerce and Industry (CCI), according to which Russians can be deprived of the right to choose a company that manages an apartment building (MC), could cause serious social tension. Such issues should be discussed publicly, said the head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov. The politician shared his opinion in a conversation with Lenta.ru.
Earlier it became known that the specialists of the Chamber of Commerce and Industry proposed to transfer the authority to appoint the Criminal Code to regional operators for housing management. On their initiative, the latter will select companies on the basis of open competitive procedures.
In the Strategy for the Development of the Construction Industry and Housing and Utilities in Russia until 2030, developed by the Ministry of Construction, there is a clause on the creation of a body that will deal with compensation for damage from violations that lead to accidents in houses. As the chairman of the Chamber of Commerce and Industry Committee on entrepreneurship in the field of housing and communal services Andrei Shirokov explained, it is likely that citizens will be charged a fee and thrown into the “common pot.” This does not exclude the appearance of one more item of payment for housing and communal services. The expert noted that the amount will most likely be added to the payment for the maintenance of houses, the funds will be allocated to regional operators. They, in turn, will be able to determine what belongs to the violations that are covered from this fund and what is not.
According to Nilov, such an initiative could cause serious social tension in society. Before proposing to take away the right to choose a management company from the Russians, it is necessary at least to discuss this issue publicly, the chairman of the relevant committee in the State Duma believes.
“In general, there are a lot of problems in the housing sector today, confusion, falsehood, corruption and abuse of the housing rights of citizens. As for the management companies, there are also problems and big questions about the quality of work. If it is proposed to deprive citizens of the right to choose a management company, then I think that this will be negatively perceived, at least by those citizens who have a partnership. Then one asks why the housing reform was carried out and why such a form of management of an apartment building appeared. That is, it is proposed to recognize it as ineffective? Why deprive citizens of the right to manage their own home, if they have everything built and everything works? I am skeptical about this, ”said Nilov.
He said that if such a bill goes to the State Duma, then it must be carefully studied and discussed with the expert community, social activists and regions. “For example, in Moscow there is a“ Zhilischnik ”and there are questions for him, but in the regions there are different management companies, so there in general, where you do not look at one mockery. In order to propose such a serious step, it must first be publicly discussed, so as not to cause serious social tension, ”the politician added.
Earlier, the Russian government approved a new procedure for setting tariffs for housing and communal services. Now Russians will be able to know the plan of charges for housing and communal services for several years ahead.
