The Russian authorities will monitor the work of recommendation systems used in Facebook, VKontakte, Instagram, YouTube and other media platforms. This is reported by “Kommersant” with reference to the draft law being prepared.
According to the document, the sites will have to warn users that they are offered information based on data analysis, and also provide them with the ability to disable algorithms that form specially selected content, goods or services in the feed. At the same time, user data must be protected. If the bill is passed, not only social networks, but also news aggregators and audiovisual services will fall under its effect.
According to the State Duma deputies, such recommendation systems increase the risks of social conflicts. In turn, representatives of the business community fear that such an initiative will slow down the development of technologies and affect financial performance.
Earlier, Alexander Zhuravlev, chairman of the commission on legal support of the digital economy of the Moscow branch of the Russian Bar Association, assessed the need for a law on regulating social media algorithms. According to him, no social network has the right to manipulate the attention of users.
