La Joya's 'La Chutra' cell is disabled

As detailed by the Defense, “it could be considered that -La Chutra- generated acts from torture to have cramped conditions“.

Every time that it rained the water was introduced to cell which it was all wet, and in she they kept secluded deprived of liberty that suffer from asthma and epilepsy.

On ‘La Chutra’ were found situations that violate provisions established and that constitute on bad treatments, which also pthey would lead in aacts of torture.

According to the MNPT report, with the existence of this cell I know “violate international conventions ratified by Panama such as: Convention against Torture (art. 16), International Covenant on Civil and Political Rights, American Convention on Human Rights or Pact of San José, the Nelson Mandela Rules or minimum treatment for inmates and The Principles and Good Practices on the Protection of Persons Deprived of Liberty in the Americas issued by the Inter-American Commission on Human Rights “.
