A five-storey building with two superstructures collapsed in the center of Batumi on October 8. As a result, nine people died, including three children. The Georgian authorities have already announced that they plan to tighten the legislation so that the procedures for issuing construction permits are strictly controlled. The country’s parliament may soon begin to consider amendments to strengthen control over construction and repair work. Professor of Technical Sciences Anzor Sakandelidze is sure that the abolition of the Ministry of Construction in 2004 was the prerequisite for all the problems existing in the construction sector of Georgia. He and his colleagues have been demanding its restoration for many years, but to no avail. “After the abolition of the Ministry of Construction, a department that is the guarantor of seismic safety, quality and compliance with all rules, laws, and construction standards throughout the world, control remained only on paper, and only small services remained in the city hall. It was after this that chaos began. Unfortunately, this tragedy is not the last. This will continue until we restore the ministry, which, apart from Georgia, has not been abolished in any other post-Soviet country, “Sakandelidze said. The expert cited an example of how, like Georgia, the Ministry of Construction was abolished by Ukraine. However, after a series of accidents that occurred in the country, at that time, President Viktor Yushchenko decided to restore this department. Doctor of Technical Sciences Manuchar Machaidze, in turn, believes that the construction sector in Tbilisi, as in the whole of Georgia, is in a very poor condition. Machaidze stressed that about 12 years have passed since the compilation of this list, respectively, the situation has only worsened – the number of emergency buildings has increased, and there has been no proper attention to this problem. Experts believe that it is not easy to strengthen emergency buildings. First of all, you need to dismantle all the outbuildings, including legalized ones. Only after returning the buildings to their original state, you can start strengthening work, which is associated with colossal costs. “The situation in Tbilisi is now very bad, and it is simply necessary to somehow help this matter. But on the other hand, what can the country do? The country is poor, But this business requires billions. It is difficult for me to propose a solution. I think that the residents of Tbilisi should actively join the study of the problem and demand help.
