There are not enough labor migrants in Russia, and with the onset of the covid epidemic, which led to the closure of borders and the cancellation of regular flights between the countries, the problem has only worsened – government officials have said this many times. For example, in the winter of 2020, Deputy Prime Minister Marat Khusnullin claimed that 1.5 million labor migrants left Russia – and did not return due to the pandemic. And in the spring of this year, the head of the Ministry of Construction Irek Fayzullin stated that construction alone lacks 1.2 million workers, explaining this by the departure of a large number of builders from neighboring countries.
