The UPI news agency said that Jonathan Toebbe, 42, and his wife, Diana Toebbe, 45, of Annapolis, Maryland, were arrested by the FBI and the US Naval Security Service in West Virginia on Saturday. after selling classified documents on the construction of a Virginia-class nuclear attack submarine to an FBI agent posing as a representative of a world power for more than a year.
Both were charged with violating the Atomic Energy Act.
US Attorney General Merrick Garland said that the prosecution of this transfer of documents related to the design of the nuclear submarine was the result of coordination between the FBI, prosecutors of the Department of Justice, US Navy Security and Department of Energy.
According to court documents, Toebbe, a nuclear engineer with the US Navy since 2012, was allowed to view classified documents at the “Restrict Data” level.
On April 1, 2020, Toebbe sent a sample packet of classified documents to a foreign government, and to a response address in Pittsburgh, Pennsylvania.
An FBI official working in the unidentified country obtained the documents and initiated contact with Toebbe.
On June 8, 2021, the FBI agent sent Toebbe $10,000 in cryptocurrency, saying it was a “loyalty” payment between the two parties.
Toebbe and his wife then began touring locations in West Virginia and Pennsylvania, leaving data storage cards (SD cards) in pre-determined ways and locations, including stowing halfway through a sandwich. and in a bag of gum.
