The head of the Malian national company responsible for carrying out the induced rain program, Ibrahima Diawara, in a video denied the allegations that his planes are grounded.

From the outset, the operator explained in this eight-minute video how his company acquired this market. According to him, the provoked rain program was initiated in 2006 by the late President Amadou Toumani Touré following the rainfall deficit that Mali was going through. According to his testimony, this visionary program was led by an American company which billed the Malian government at 3 billion FCFA for five months. The economic operator explains that after many investigations, he realized that the program can continue with less than 50% of expenses. It is in this context, he continues, that the national company would have decided to come into play with its invaluable advice which led the Malian authority to launch a call for tenders for the purchase of two planes but in pre-financing. . “I am telling you from 2009 to the present day, the State has saved 18 billion FCFA. Our company receives 1.5 billion FCFA, but often we can go the whole year without receiving anything, ”says the operator.

Ibrahima Diawara indicates that thanks to this program, they developed national expertise which they exported to Mauritania, Benin and Senegal and many other countries. “I can say it with modesty that the induced rain program is one of the areas that Mali can export,” he announced.

Quid of the insufficiency of the Malian company works less, he replied that the Malian program mobilizes 45 people employed of several nationalities for the execution of the said program in the space of 5 months. “It works because we mobilize the cream of technology,” he insisted, informing that as of October 8, 2021, the company is at 115 induced rain operations which began in June 2021.

The operator says he is surprised to hear that some comments say that the planes in the program are grounded, that his company is sharing money without the work being done properly. “I have to explain to Malians that this program is being carried out seriously, with a lot of professionalism. Let’s be careful not to “kill” a national company that does its job seriously and exports its expertise, ”Ibrahima Diawara asked, adding that“ the planes were never grounded during the seeding period. They carry out the program in accordance with the contract which binds us to the State ”.

He brushed aside these allegations by saying that the company has never taken its planes to campaign for an authority in the sub-region. To do this, he specified that apart from two planes which were acquired for the execution of the induced rain program, the company has three transport planes. During this media release, he defends the merits of the program he is leading by arguing that “the State invests nearly 50 billion each agricultural season to subsidize the moments while only 1.5 billion FCFA are invested by campaign to increase rainfall for agriculture, livestock and fishing ”.
