Russian President Vladimir Putin appealed to the Russians to vote in the upcoming elections to the State Duma, calling the election of the new Duma the most important event in the life of society and the country. The video message was published on Thursday, September 16, on the Kremlin’s website.
17, 18 and 19
elections to the State Duma will be held
Putin also added that he is counting on the responsible, balanced and patriotic civic position of the Russians and on their desire to elect deputies who will work for the good, “in the name of their beloved Motherland,” in the interests of the people and every citizen of Russia.
The President noted that the “highest meaning” of the elections is, first of all, the expression of the will of the people of Russia as the main source of power. In addition, according to the Russian leader, this is the implementation of the constitutional right of citizens to determine the further development of the country. At the same time, the lower house of parliament is one of the key bodies in the system of state power in Russia, the head of state recalled.
This year, voting in the upcoming elections to the State Duma will be three days. According to political scientist, expert of the EISS Alexander Rudakov, such a vote will provide not only comfort, but also make the electoral process safe, given the epidemiological situation. “I think that the three-day voting can be reduced to the formula:“ convenience + safety ”. After all, the epidemiological situation today is still far from ideal. Elections within three days make them really safe. As for convenience, the logic is also obvious here. The more time people have time to vote, the more chances that a voter who wants to vote will do so. This “convenience + security” formula puts elections on a par with other innovations in our electoral system, such as electronic voting, which also serves the purpose of security, ”he said.
The reaction of the society, according to the expert, will be positive. “People have a good opportunity to come to the polling stations at a convenient time for them. Now our pace of life is such that in the conditions of one-day voting, not all citizens who want to vote can do it. Over the past 20-30 years, the schedule and structure of employment of the population have changed significantly. Obviously, the three-day voting takes these factors into account as well. The more citizens can exercise their right to vote in elections, the more democratic these elections will be, ”he stressed.
On September 14, Putin said that he must comply with the self-isolation regime in connection with the identified cases of COVID-19 in his environment. It is noted that in this regard, the head of state will take part by videoconference in the events planned for this week in Dushanbe within the framework of the Collective Security Treaty Organization (CSTO) and the Shanghai Cooperation Organization (SCO). Among them are a session of the CSTO Collective Security Council, as well as a meeting of the Council of Heads of SCO Member States and a joint meeting of the leaders of the CSTO and SCO member states. Later, Kremlin spokesman Dmitry Peskov said that the president was doing fine. The spokesman also said that he did not know how long Putin will be in quarantine. According to him, this decision is made by doctors.
On the morning of September 17, almost 96 thousand polling stations will open in Russia. 93.5 thousand permanent, familiar to voters, as well as about 2.5 thousand precincts that were formed in places of temporary residence of voters. Russian citizens who are abroad will be able to vote in 144 countries, where 348 polling stations will operate.
