The National Gas Regulatory Body (Enargas) ordered this Tuesday the implementation of an extraordinary audit and management control plan for all sub-distributors in the national territory. In this way, it will seek to control what each company is billing in the gas tickets that reaches users and avoid harm to the citizen who accesses the service.
Through the Resolution 322/2021 published today in the Official Gazette, it was established that the licensees of the Gas Distribution Service by Networks must submit to the Enargas a Detailed and individualized report of the commercial, technical, economic and financial situation, with respect to each of the sub-distributors in its licensed area, within 15 business days of being notified of this.
Likewise, the text indicates that the report must also contain a diagnosis and suggested perspective. In addition, in order to control that users are being billed correctly in order to their category and rate zone, the User Protection Management (Enargas) will carry out an Audit of the Application of Rate Tables.
In this instance, the verification of the days included in the consumption period between the meter reading dates will be sought, depending on the users’ reading cycle (bimonthly or monthly) .In the same way, the correct allocation will be analyzed. from the consumption of the period to the liquidation of public service, in order to the monthly invoice issuance scheme; and the application of the current tariff tables based on the user’s category and the tariff sub-zone.
On the other hand, in the particular case of the sub-distributors reached by the Cold Zone regime, the “effective and correct implementation of the regime in billing to users must be verified; and the mandatory legends that the liquidation of public service must contain ”.
Meanwhile, the Performance and Economy Management must carry out a survey of the last three financial statements of the sub-distributors in order to evaluate their economic and financial situation and a significant sample of supporting documentation will be selected in order to evaluate their reasonableness.
