The Ministry of Health does not get wet and will not unify the use of a vaccination certificate against Covid-19 to enter entertainment venues or restaurants, as they are doing in France or Portugal. It leaves it in the hands of the Autonomous Communities who, as recognized by the Minister of Health, Carolina Darias, they are beginning to “lead the way.”
During the press conference after the Interterritorial Council of the National Health System (CISNS), the head of the health portfolio has ensured that the CCAA and her department have not addressed requiring a vaccination certificate inside bars and restaurants, but that the competence to do so, in any case, lies with the regions.
In this way, Darias has questioned the statements of her government colleague, the head of Tourism, Reyes Maroto, who announced this Tuesday that this issue would be debated in this forum with the Autonomous Communities.
Covid Passport No
“The CCAA, within their powers, can establish the need for this type of document,” insisted the Minister of Health while ensuring that, in no case, could they use the one known as European vaccination passport.
“The use of the Covid Digital Certificate is the one that is regulated by the European Union and any other than that one has the legal protection that it has,” said Darias, leaving in between its validity to regulate access to the hospitality industry.
It should be remembered that, at this time, the European Commission has regulated the use of a Green Certificate (known as a Covid passport) to facilitate mobility between countries, so Darias has ruled out its use for other purposes.
Of course, that does not mean that other documents that also prove vaccination (such as those issued by the Autonomous Communities themselves) cannot be used.
In this regard, Darias has left the possibility open, recognizing that many regions, in the exercise of their powers, issue a certificate that notifies citizens of the vaccination schedule you have.
At this time, some communities like Canary Islands or Galicia, They are already beginning to request the Covid passport to access certain establishments, such as nightclubs or restaurants.
Since the Covid certificate was launched, in Spain 11.3 million have already been issued, the majority of people vaccinated. “44 percent of the population vaccinated with a complete schedule already has a digital certificate,” Darias has detailed.
On the possibility of forcing officials to be vaccinated, as proposed by the President of the Government of the Canary Islands, Darias recalled that in Spain inoculation is not mandatory, neither against Covid-19, nor against other infectious diseases.
In this sense, Darias has said that a large part of health professionals are vaccinated and those who have rejected the injection have been reminded of “the code of ethics.” “They are to save lives”, has insisted.
In another vein, the Interterritorial Council has unanimously approved of all the Autonomous Communities the criteria for the distribution of funds for more than 260 million euros.
A budget that, as detailed by the Minister of Health, will contribute to improving the capacities of the National system of health and, especially, “the care of rare and neurodegenerative diseases” or improve the pharmaceutical system and digital health.
Specifically, the minister has reported that more than two million will be allocated to address ALS, about two million to improve the information systems of health systems, about 40 million to improve the effectiveness of the provision pharmaceutical company and some 220 million to improve digital health systems.
