The Court of Justice of the Court of Accounts confirms the conviction of the journalist Ignacio Villa in his time as director of Radio Televisión de Castilla-La Mancha during the Presidency of María Dolores de Cospedal, as well as the successive financial directors during that period.

The Court of Justice of the Court of Accounts has issued a Sentence, of which the counselor of the Third Department of the Prosecution Section Felipe García Ortiz has been the rapporteur, declaring the journalist Ignacio Villa and the three successive financial directors responsible for accounting during the period in which that Villa held the position of director of Radio Televisión de Castilla-La Mancha.

The three Accounts Counselors that make up the Chamber of Justice have unanimously rejected the appeal and confirmed the initial conviction.

The journalist Nacho Villa was general director of the public entity of Radio Televisión de Castilla-La Mancha from July 2011 to August 2015, appointed by the then president of Castilla-La Mancha María Dolores de Cospedal, and dismissed from his position by the government of the socialist Emiliano García-Page, who commissioned an audit on his management at the head of the public entity.

The Court of Auditors now confirms the irregularities committed against the public funds of Radio Televisión de Castilla-La Mancha. In addition to his salary as CEO, Villa had at his disposal two Visa-Oro credit cards with which he could make payments as long as they were directly related to his official duties (for example, business trips, representation expenses, etc.) but that he should not use in any case to meet personal expenses.

Embezzlement

The judgment of the Court of Auditors considers it proven that Villa used these credit cards to charge Radio Televisión de Castilla-La Mancha for private expenses without any justification for doing so.

There is a set of payments charged to the cards amounting to € 18,443.40 for which Villa did not provide any type of receipt. There are no invoices, tickets or proof that these charges on credit cards were related to their official functions. In the payment relationship, there are payments in supermarkets, perfumeries, jewelry stores, DIY and decoration, etc. that, as the judgment indicates, they do not have an obvious relationship with trips for professional or institutional reasons.

He used credit cards for his own expenses

On the other hand, it has been proven that Villa extracted cash in several ATMs, using credit cards, without subsequently justifying the use he made of that money. The ruling estimates that 2,706 euros were withdrawn from various ATMs by Ignacio Villa and employees for private purposes.

The judgment of the Court of Auditors considers it proven that, when he was appointed general director of the public entity RTVCM, whose headquarters is in Toledo, Ignacio Villa did not reside in that city or have accommodation there. While he was managing the rental of an apartment, he stayed at the Parador de Toledo, uploading his stay to Radio Televisión de Castilla-La Mancha without being authorized to do so. A total of 3,892 euros for a stay at the Parador de Toledo were charged to the credit cards available to him.

More than 68,000 euros without justification

Finally, the Court of Auditors estimates that, in the years of his mandate, Villa charged credit cards a total of 43,131.28 euros in restaurants in Toledo. These are not expenses related to business trips, as the general manager resided in Toledo. Nor does the Court admit that they are formal or representative invitations, since the people who attended the lunches or dinners that Villa tried to pass as representation expenses have not been identified. Regarding these expenses, the Court of Accounts considers that these expenses in restaurants were of a private or private nature but that Ignacio Villa charged them to the public funds of RTVCM.

The sum of the unjustified credit card charges amounts to 68,172.98 euros, an amount that Ignacio Villa must reimburse to Radio Televisión de Castilla-La Mancha, plus interest.
