Concerns about the spread of COVID-19 outbreaks, such as that related to study trips in Mallorca, and also about the progress that the Delta variant may have are two issues that the meeting of the communities and the Government focused on this Wednesday the Interterritorial Health Council, which has been held in the Senate for the first time in person in 16 months.

Increased incidence of infections in the youngest groups

A week ago, just last Wednesday, the incidence of coronavirus in Spain was at its lowest level since last August: there were 92 infections per 100,000 inhabitants; a week later, 117 cases are reached and the trend is for it to continue to rise. The difference by age group, between those who have been vaccinated and those who have not, is clear:

The territories accelerate the immunization of the youngest population due to the increase in cases in this age group (young people between 16 and 29 years old who live in Mallorca can start making an appointment from this Wednesday), and at the meeting this afternoon Health and the autonomous communities have debated whether to accelerate vaccination among those between 20 and 30 years old. Another of the regions that has joined this acceleration of the vaccine in young people is Catalonia. Its Minister of Health, Josep Maria Argimon, has announced that the vaccination of young people from 16 to 29 years old, without age ranges, has already been opened, although they will not be able to immunize themselves for a few days because the appointments are full seven days later .

A boat will transfer 200 students from Mallorca this Thursday

Carolina Darias has announced that a ship will transfer this Thursday from Palma to Valencia the 200 peninsular students who were confined in a hotel in the Balearic capital, in a coordinated operation between her department and the autonomous communities where these young people reside.

This was said by Darias, in the press conference after the Inter-territorial Health Council, in which he explained that most of these young people are from Andalusia, but also from Galicia, the Basque Country and Madrid.

Once they arrive in Valencia, the respective communities will be in charge of taking the students to their places of residence, said Darias.

This has been the appearance of Darias after the meeting

Today’s was the first in-person Interterritorial Council since February 2020. Today is a day of excitement. It is the first face-to-face meeting in many months and my first face-to-face meeting as a minister.

The Council, week by week, during the pandemic, has met to give a timely response to the issues that have arisen with the pandemic. It has been more than six hours of Council. There have been many topics to be discussed. This Council is a Council of the present and of the future above all. So far we have dealt with the urgent. Today we have also done it, but we have dedicated a large part to what is important, which are the issues that the Ministry and the Autonomous Communities have to guarantee the right to health.

There has been a change in trend this week. We were on the decline and there has been a change in trend. We have gone from 92 incidence to 117 today. In those over 40 years of age there is a downward trend. The groups that have not reached good vaccination quotas present higher data. At the moment, we are not seeing that the increase to 14 and 7 days is not translating into an impact on hospital and ICU occupancy.

As of yesterday we publish the accumulated incidents by age. The different AI is shown with a different behavior according to the age group. In people over 40 it is decreasing and in minors, it is increasing. There is no hospital pressure. There is more contagion. I make a call for prudence. We are closer to cornering the virus but we cannot lower our guard.

There has been a major outbreak associated with field trips. In relation to the outbreak in the Balearic Islands, there are 5,978 contacts in quarantine and 1,824 cases associated with the outbreak. There are 12 CCAA affected. Most of the students have returned to their CCAA and have undergone diagnostic tests. Positive people have to be quarantined, but so do close contacts. You have to comply with the protocols. The remaining students on the island who had participated in superdisseminating events were in quarantine. Today we knew the order of the court in which the quarantine of close contacts was not ratified. The Ministry of Health and the affected autonomous communities are coordinating the following actions. There is a coordinating team for the return of students. We are trying to establish a common outlet to minimize the contacts of these people. The idea is to put a ship tomorrow that transfers them to the port of Valencia and that the Autonomous Communities establish the devices to take them to their Autonomous Communities. We are talking about 200 students, most of them from Andalusia and to a lesser number from Galicia, the Basque Country and Madrid.

I want to appeal to young people. We know the effort they have made, we know about the sacrifices, but we ask for a little more. Social interaction is increasing in this group. We know how the virus is transmitted and we know how we can stop it. Call to responsibility to keep the virus at bay. It is important to get back on the path of descent.

41.2 million doses have been administered. 714,000 more vaccines than yesterday. 17.5 million with a complete schedule and 25.3 million with at least one dose of the vaccines. People over 40 have 85% with at least one dose. We are leading the EU in the rate of vaccination and we are the second country in the world with the highest rate in the last week.

The digital certificate goes into effect tomorrow and we have already issued more than 3 million certificates.

796 million euros of investment to end the high degree of obsolescence in the current hospital park thanks to the installation of 847 high-tech equipment. It is an unprecedented investment in the National Health System.

The councilors have expressed their concern about the evolution of the groups that have not started their vaccination. It was recommended to follow by age cohorts but it was said that these groups could overlap for several reasons. There are advisers who have been in favor, others have not. There is an age factor that can make a 40-year-old more vulnerable than a younger one. We have agreed to continue with these groups.

We are in a phase of the pandemic where we cannot lower our guard. It is not about restrictions, but a call to responsibility. The most powerful weapon we have is vaccination. It will help us to lower the AI as it is doing in people over 40 years old. Until then you have to maintain responsibility. We know that they want to go out, but it is a collective task to lower the incidence again. We cannot trust ourselves.

There is a person who is in the ICU of those who went to Mallorca. I ask for a call to attention.
