The head of the National Directorate of Migration, Florencia Carignano, defended this Monday the measure to limit the return from abroad to 600 passengers per day, remarked that it is a “health need” that has as a priority to avoid the arrival of the Delta variant and an eventual outbreak of coronavirus infections, which forces activities in the country to be more severely restricted.

“The entry of the Delta variant could ruin an entire vaccination process,” the official warned in dialogue with C5N and Radio La Red, who stated that “it is preferable” that those who are on vacation “delay a few days” on their return to the country that, for example, there is a reappearance of cases and “face-to-face classes must be suspended” or the “openings” achieved in recent weeks cannot be maintained.

The Government aspires to preserve to the maximum the achievement of having reached 35% of the population vaccinated against Covid-19 while immunization is expanded daily in the 24 districts of the country and, for this, it is essential to prevent or delay the presence of the Delta strain, highly contagious in the world.

With the same concern, there are a total of 101 countries with their borders closed, with the exception of their citizens or residents, and also another 113 nations that allow income with limitations, such as having the complete vaccination process or with reliable PCR results or antigens, in addition to being quarantined, according to a report by the World Tourism Organization.

In fact, President Alberto Fernández himself declined to participate in person at the opening of the Generation Equality Forum, which will be held on Wednesday in Paris and for which the Argentine delegation was scheduled to travel to France on Monday.

“In the framework of this difficult situation and taking into account the great effort of the Argentine people to contribute to combat this scourge that Sars-CoV-2 means, I deeply regret to inform you that it will be impossible for me to participate in person in the opening of the Generation Forum Equality next June 30 in the city of Paris, “the Argentine head of state wrote to his French counterpart, Emmanuel Macron.

Border restrictions

Since last Saturday, an extension of the closure of borders to tourism has been in force in the country until July 9 and a quota of 600 daily passengers to enter the country.

In accordance with the regulations, flights from the United Kingdom of Great Britain and Northern Ireland continue to be suspended; Chili; Brazil; India; African countries and Turkey.

All the measures were arranged to lower the risk of coronavirus infections and prevent the entry of variants that do not register community circulation in the country, such as the Delta, whose response to “the effectiveness of the vaccines is unknown,” it was indicated in the recitals. of the rule.

The provision emphasizes that “in the current epidemiological context, the risk of introduction of new, even more transmissible variants, could generate a sharp and high increase in cases, which would inevitably lead to higher mortality.”

“Those who went on vacation are going to have to return unfortunately a little later, but it is preferable that we have to suspend classes due to an outbreak,” Carignano remarked in dialogue with radio La Red.

In addition, he mentioned that although each jurisdiction decides how to monitor compliance with the mandatory quarantine of travelers, he stated that in terms of resources and personnel assigned to this control task, it would be preferable for people to be isolated in hotels.

“At this key moment of vaccination, in which we are opening activities and giving priority to the children going to school, the restaurant opening and the factories working, we must adjust in some variable and the one that touches is the air-commercial one, because that is where the Delta variant can come in, “Carignano said.

As an example, he mentioned that the breach of isolation “led Israel to an outbreak caused by a family that sent their children to school and ended up infecting 45 boys and older” and that situation caused “an outbreak (in one country) that I haven’t had it since April. “

“Here we are talking about 40% of the people who do not do isolation,” the official warned about the results of the latest controls carried out in the country this month.

In that sense, he explained that, although the breach “dropped 7 points” after criminally denouncing 287 Argentines who did not comply with the mandatory isolation, “it remains exactly the same in the city of Buenos Aires” and added that “we all know that what it happens there, it spreads to the rest of the country. “

“You have to see what they do in the province of Buenos Aires, in CABA, in Santa Fe and Córdoba, which are the cities with the largest number of people returning from abroad, see if they have hotels for control or what other mechanism to use, because clearly the telephone calls that are used in the city of Buenos Aires are not working, “he added.

Asked if the measure could be extended, the official explained that “it will probably be extended”, because an “epidemiological analysis” must be carried out as of July 9 with the intention of “cutting circulation” and giving time to vaccinate.

“What leads us to make these decisions is that epidemiology tells us that India is the first place where the variant circulates, the second Great Britain and the third United States and we with Europe and the United States have the largest number of flights,” he insisted .

Finally, he stressed that the intention is for all Argentines abroad to return, even if it is not “at the time they wanted” and added that “no one is forced into a pandemic” and even all sign a sworn statement where “they take charge of the economic consequences and accept the conditions that the national state “puts on their return.
