In Russia, the turnover of imported equipment may be prohibited, information about which will not be submitted to a special state information system for accounting for waste. Izvestia writes about this with reference to amendments to the legislation prepared by the Ministry of Natural Resources and Ecology of Russia.
As conceived by the department, such restrictions and the system itself should become part of the garbage reform that is taking place in the country. Not only imported, but also Russian products will be registered – any goods that are sold in packaging, the press service of the Ministry of Natural Resources explained.
They will keep track of information about manufacturers and importers of goods, as well as about utilizers – those companies that handle waste. It is also planned to create a separate register of goods and packaging. The data will be transferred by customs officers from their accounting system and by market participants themselves. The sale of goods, information about which will not be entered into the system, may be banned from 2024.
Manufacturers oppose the initiative of the department, said Anton Guskov, a representative of the SKO Electronics – Utilization Association. He stressed that we are talking about restricting entrepreneurial activity. The new conditions act as a direct barrier to market access, the expert said.
Business, according to Guskov, does not understand why it is necessary to enter data on goods that have not yet become garbage. Now, the expert says, companies are already reporting to Rosprirodnadzor on the volumes of products that will be disposed of.
The representative of the Russian environmental operator said that the business will have time to adapt to innovations. Until 2024, it is planned to test the performance of the system with the launch of several pilot projects for certain types of goods and packaging.
