The last of the reports that the Central Operative Unit (UCO) of the Civil Guard has signed in the Erial Case and in relation to Eduardo Zaplana identifies movements of at least 6 million euros in Andorran banks which associates what, according to the researchers’ hypothesis, was a organized financial network by this defendant for the collection of commissions.
The UCO considers that the Andorran network was key to diverting the amounts collected, according to them, from illegal commissions for the award of the Wind Energy Plan of the Valencian Community and the Technical Inspections of Vehicles (ITV), and launder them and then repatriate them to Spain.
The case, directed by the Court of Instruction number 8 of Valencia, and investigated by the Anti-Corruption Prosecutor’s Office, quantifies these commissions at about 10.5 million euros.
An account opened in an Andorran bank by a possible front man from Zaplana, former president of the Generalitat and former minister, is one of the keys to this branch of research. This supposed figurehead opened in 2004 his account in the Private Banking of Andorra (BPA) in which he got to deposit more than six million euros, apparently a good part in cash, and the Civil Guard agents relate these funds to possible commissions .
However, the Civil Guard handles the hypothesis that this money does not come from the aforementioned awards (ITV and wind power plan), but is related to the Benidorm Terra Mítica theme park, a possibility that the legal sources consulted by Efe consider risky , although possible.
The Erial case, in which Zaplana is accused along with others, was opened to investigate an alleged collection of commissions that could constitute crimes of bribery, money laundering, embezzlement and prevarication.
The instruction faces its final phase in 2021, after the clarification of the supposed corporate network that could be used to hide the funds and when they have just been completed, this May, three years since the former president and former minister was arrested.
As sources familiar with the investigation have indicated to Efe, although several statements related to the latest accusations are still pending, the intention is to finalize it this year, all without prejudice to the proceedings that the defenses may claim.
The defense of the former president of the Generalitat has asked the court that is investigating him in the Erial case to summon ten technicians who intervened in the ITV awards and the wind power plan to testify whether, as the accusation says, they suffered some kind of pressure from the accused or others in the drafting of their reports, because if the manipulation of the awards is not demonstrated, it is not possible to think that commissions were charged.
