Only La Rioja and Euskadi remain at high risk at the COVID traffic light

The controversial document of the Ministry of Health with mandatory measures throughout Spain for the hotel industry and nightlife, which went ahead this Wednesday without consensus, has been accompanied by a COVID traffic light update. The main novelty of this indicator is that the Community of Madrid goes from high to medium risk, leaving only two regions in a darker color: Euskadi and La Rioja.

To calculate the risk 1 (low), 2 (medium), 3 (high) or 4 (extreme) of this traffic light, it is not enough to attend to the accumulated incidence, but there are two types of indicators. The epidemiological ones are fixed in the accumulated incidence at 14 days and at 7, the accumulated incidence at 14 days and at 7 of those over 65 years of age, positivity and traceability. Controversial document

In the document approved by the Interterritorial Council, it is established close the hotel, restaurant and terrace establishments, as well as in beach bars and restaurants, at 1:00 am and prohibit smoking in outdoor spaces as long as they are not kept two meters apart.

In relation to the hospitality industry, it is pointed out that in territories outside the risk levels the allowed capacity will be 50% indoors, it can be increased by 10% if risk control measures are applied that guarantee a high level of ventilation and air quality control.


On the outdoor terraces, all the permitted tables may be occupied, ensuring the maintenance of the proper safety distance of at least 1.5 meters between the chairs of different tables. In addition, bar service and consumption is allowed, maintaining the aforementioned distance, and the tables will have a limit of 6 people indoors and 10 outdoors.

At alert levels 1 to 4, the provisions of the document ‘Coordinated Response Actions for the control of the transmission of COVID-19’, approved by the Public Health Commission of the Interterritorial Council of the National Health System, will be followed.

Night leisure

The opening of nightlife venues may be authorized when the epidemiological situation of the territorial unit of reference for the control of COVID-19 of the autonomous community in which the premises is located is out of the risk levels or in level alert 1 according to the document ‘Coordinated response actions for the control of the transmission of COVID-19’.

In both scenarios, the recommendations proposed for alert level 1 in said document will be followed, for example, that the consumption of beverages and food, both indoors and outdoors, will be done sitting at tables, and the maintenance of the proper safety distance of at least 1.5 meters between the chairs of different tables.

Wayward communities

The autonomous governments of Madrid, the Basque Country, Galicia, Castilla y León and Andalusia, have risen this Thursday against the central Executive, and more specifically against the Ministry of Health, for the document approved yesterday in the Interterritorial Council of ‘new normality’ , which they have already announced that they will not comply and that they will maintain their current restrictions.

The Minister of Health, Carolina Darias, has warned this Friday on Cadena SER that in case the communities that rejected the proposal do not implement the stipulated measures, the legal services of the Government will study what actions they can carry out to do them comply. “I hope that the communities comply and if not, the Government will make them comply,” he assured.
