The National Elections Jury (JNE) is in charge of processing what are known as the “dispensations” that will allow citizens to request that they not be charged any fine applied against them for not having gone to vote or for not having exercised the work of being a member table, always with a demonstrable justification.

The fines will be applied to a person who does not exercise his vote this second electoral round of Sunday, June 6, and will be added to the sanction that will be applied if, in addition, he did not fulfill his task of being a member of the regular table or alternate.

However, the Organic Law of Elections and the JNE have established criteria that will be considered valid so that a person can justify, with documents, the reasons why he did not comply with any of these electoral tasks and thus exempts himself from paying the fine.

In total, there are two procedures with which a person can be exempted from paying an electoral fine:

  • The waiver of an electoral fine It is the process through which a citizen asks the JNE not to pay the electoral fine for not having come to vote.
  • The justification for an electoral fineOn the other hand, it is the one that allows a board member who could not attend to fulfill his / her work to be free to pay the corresponding fine.

¿How do I process the waiver to avoid paying a fine?

  • Verify if it is appropriate to pay the S / 23.60 to process the dispensation (if you cannot vote due to suffering, being hospitalized or being quarantined for COVID-19; the process is free)
  • If you have to pay for the procedure, do it through the Banco de la Nación or the Págalo.pe platform.
  • Enter the portal “Virtual Dispensing System” of the JNE in this official link.
  • Enter your DNI data (number, location code and voting group)
  • Select the fine for which you want to start the waiver process.
  • Attach the required documents and scanned on the platform.
  • The JNE will verify the documents. In case of observations, you will be notified through the phone, email or address that you entered. If there are no problems, the fine will be removed.

¿How do I process the justification for not having been a table member?

  • Check if it is appropriate to pay the S / 23.40 to process the dispensation (if you cannot be a table member due to suffering, being hospitalized or being quarantined for COVID-19; the process is free)

Waiver and free justification

The risk groups, established by the National Health Authority, and that do not require payment to process their waivers or justifications include the people over 65 years of age and those who suffer from serious cardiovascular diseases, chronic lung diseases, uncontrolled high blood pressure, diabetes, cancer, among others.

Neither is it required to pay in the following cases: natural disasters, human disaster, error in the registry. defects in the organization and execution of activities during the development of the election attributable to the entities of the electoral system, impediment of the exercise of the right to installation, in cases caused by electoral incidents, physical, mental, sensory and / or intellectual disability, prison, electoral function and other cases contemplated in the sixth and seventh final disposition of the Regulation of Electoral Justification and Dispensation.
