Popular Action had the expectation of being able to dispute the Second round, but his presidential candidate Yonhy lescano lost weight and finished fifth in the final frame. In Congress, the outlook is not so discouraging: they were in fourth place but – thanks to the distribution figure – they will be the third parliamentary force with 16 members. In the lampa party, some believe they have a chance to preside over Congress again.

Yonhy Lescano remained at the top in the polls of the first round during March and April, but in the last week everything changed and he was surpassed by other candidates. Several analysts agree that his fall favored Pedro Castillo, the Peru Libre candidate who is contesting the second round. In Congress, the lampa party remained at the top of the preferences since September of last year, but finally came in fourth place.

Popular Action will go from being the main parliamentary force with 25 members in 2020 to being the third force with 16 members in 2021. The lampa loses representation in Callao, Piura, Pasco, Huánuco, Lima Provinces and Tumbes, the Manuel Merino region. He only wins a seat in a region that he did not obtain in 2020: Ucayali.

Regardless of the numerical reduction of members, AP obtained in the last two years its best results in congressional elections over the last 20 years.

Same features, greater inexperience

Popular Action it will be the only bench that does not have congressmen registered at the last minute. It is also the only group where 69% of its legislators have been members for more than 10 years. 25% have between 1 to 5 years of membership, and the remaining 6% have between 6 to 10 years of membership.

The high degree of affiliation is something that will be repeated in the 2020-2021 bench. The latter only suffered one resignation, that of Puno congressman Orlando Arapa.

What the new bench will not repeat is experience. “This new bench is more raw than the one we have. Most do not have even managerial experience. They are just entering politics, they are not curdled. The only one who would have experience is Maricarmen Alva “, maintains the current parliamentarian Ricardo Burga.

Burga is not lacking in reason. Only five of the 16 parliamentarians have experience in popularly elected positions: 1 former mayor and 4 former councilors.

Popular Action Congressman Region Experience in popularly elected positions
Maricarmen alva Lima Deputy Mayor of Santa María del Mar (Lima)
Karol Paredes San Martin Provincial Councilor of San Martín
Silvia Monteza Cajamarca District Councilor of Bellavista (Cajamarca)
Raúl Doroteo Ica Provincial councilor of Pisco
Pedro Martinez Arequipa District Mayor of Mariano Melgar (Arequipa)

Of this group, Maricarmen alva She is the most experienced because, in addition to being deputy mayor of Santa María del Mar (Lima), she has been legal advisor to the Popular Action bench, the Office for Provisional Standardization (ONP) and the Ministry of Labor.

In the legislative field, the only legislator who also has experience is Wilson Soto (Huancavelica), who since 2005 has been an administrative assistant to the Department of Congressional Commissions.

The acciopopulista caucus has held several meetings to date. The last of these was held on May 24 at the so-called “Induction and Political Management Workshop for Congressmen 2021-2026” held in Cieneguilla. In this meeting, according to sources consulted, the high level of inexperience was noted with members who were unaware of technical details such as the difference between a prediction and a law ruling.

There is uncertainty about who will assume the spokesperson for the bench. From the beginning, a dispute between the provincial legislators against those of Lima has been perceived in the internment. “You can see an attempt to minimize those from Lima, taking into account that there are 2 and they are not united. Some of this had already been seen in the 2020 Congress, but there were five of them and they knew how to resist “, indicated a consulted source.

There are also quarrels over the team of advisers that the new bench will have. At the end of April, the virtual congressmen held a meeting with Yonhy Lescano, where he asked for a union and spoke of the importance of working together to improve the party’s image. After that meeting, it began to speculate that Lescano was seeking to be an advisor to the bench, something that was not strange if we take into account that in the current Parliament he served as advisor to legislator Freddy Llaulli (Junín).

“A congressman stopped to say ‘you must lead the bench’, but it was just that. What attracted the most attention was that he made his team of 100 professionals available to prepare his government plan. Many took it as a hint to be hired in the new bench “said another source present at said meeting.

In the last week, people who were part of Lescano’s campaign team began to attack the staff of the current acciopopulist caucus through a web portal. This, according to the sources consulted, represents an attempt to discredit the current staff so that their contract is not renewed and thus Lescano’s team can be hired.

Visible factions

The internal troubles of Acción Popular will remain in the new bench and this mainly responds to the replication of the internal factions that had already been shown in 2020. Through different consultations, this newspaper was able to determine that there are, for the moment, some three factions in the lampa’s parliamentary group.

The six remaining congressmen still do not have a notorious position regarding the factions, according to the sources consulted. “Those of Puno worry me, because I have already heard statements from them against the current bench. They have a very radical position, I even understand that one of them would be supporting Pedro Castillo “said legislator Ricardo Burga.

The party has not spoken out in favor of any candidacy explicitly. In the new bench there is no block position either. Some like Edwin Martínez (Arequipa) have announced their position in favor of Keiko Fujimori, but others prefer to say that they will vote flawed. “Those from the regions are afraid of repercussions in the provinces, especially those in the south, where Castillo has greater support”, explained some sources consulted.

For Burga, the new parliamentary group should be thinking about the new Board of Directors. As indicated, there is the possibility for Popular Action to preside over the Board of Directors of Congress. “An agreement has to be reached with the Alliance for Popular Progress and Renewal. With the Fujimori votes, you can reach the presidency. Those of Peru Libre, with Together for Peru, the purple ones and We are Peru, do not have the votes “, He said.

Popular Action lost the Board of Directors last November with the departure of Manuel Merino, and apparently it is a thorn that they want to remove.
