Callao: criminal gang 'Los Angelitos de Pachacútec' involved in extortion and collection of quotas in civil construction

Agents from the High Complexity Crime Investigation Division (Diviac) together with members of the prosecutor’s office against organized crime arrested 13 members of the criminal organization ‘Los Angelitos de Pachacútec’, dedicated to collecting quotas for companies in Civil construction.

As reported by América Televisión, the organization had been operating since 2017 and is led by David Flores Valdivia, who is interned in the Ancón 1 prison. This group had managed to formalize itself as an “Association of unemployed civilians” before the Ministry of Labor with the purpose from require the hiring of its members in companies dedicated to this area.

Investigations by the authorities indicate that this group asked companies to pay these workers even though they never provided any real services. The band would be responsible for murder of two businessmen, that they would have refused to make these irregular payments.

The Public Ministry would request 36 months of preventive detention against the members of this gang. As part of the operation, various buildings were raided, as well as cells of different prisons, from where the members of the gang planned their crimes.
