The Ministry of the Environment and the Sea Shepherd Conservation Society and Sea Shepherd Legal Organizations have agreed to sign a Tripartite Agreement, which aims to monitor, control and supervise the Marine Protected Areas and the Strengthening of Marine-Coastal Governance.

Sea Shepherd, is an international non-profit organization established in 1981, under the laws of the State of Oregon, United States of America, dedicated to the conservation of marine life, whose corporate purpose is to put an end to the destruction of habitat and to the sacrifice of marine life in the world’s oceans, in order to conserve and protect ecosystems and speciess. Likewise, Sea Shepherd Legal is an international environmental law firm and a non-profit organization established under the laws of the State of Washington, United States of America, and works in partnership with governments around the world to help enforce and improve laws and ensure compliance with international legal regimes and regional, in order to protect marine wildlife and habitats.

The Ministry of the Environment (MiAMBIENTE) requires strengthening the surveillance, monitoring and inspection tasks of marine activities that take place within the limits of marine protected areas, for this reason It is essential to formalize cooperation ties with Panamanian or foreign governmental or non-governmental organizations that can contribute, in the exercise of their environmental management and conservation functions.

It is also essential strengthen the capacities of the technical and legal staff of MiAMBIENTE, on the national and international legal framework on marine biodiversity and illegal, unreported and unregulated fishing, as well as the instances of citizen participation required to count with a solid environmental governance scheme in the areas covered by the Convention and the responsible use of fishery resources.

Sea Shepherd will provide support to MiAMBIENTE officials and other supervisory entities and / or law enforcement authorities, when they are in the exercise of their functions of supervision, inspection, surveillance, control or other activity aimed at guaranteeing the conservation of marine biodiversity and the sustainable management of marine-coastal resources.

The Patrols will be carried out jointly with suitable personnel (park rangers or technical personnel) from MiAMBIENTE, always aboard Sea Shepherd ships, which have the power to board, search, seize evidence, request the pertinent permits for boats, and stop any vessel and crew from being suspected of illegal activities detrimental to marine biodiversity and applicable environmental regulations.

Sea Shepherd, will comply with established Panamanian standards, support logistically provide the evidence found during control patrols and vigilance so that hethe respective Panamanian authorities, can obtain the necessary evidence to initiate the corresponding legal and / or administrative processes, regarding the alleged illegal activities identified. The supply of evidence will be done in accordance with the patrol manual prepared by MiAMBIENTE for this purpose.

Likewise, a strategy will be developed with the media, in order to announce and promote the activities to be promoted and the results of the operations, and also to inform the community in general of the joint activities carried out.
