Openness to tourism: which countries can enter and which cannot?

The President of the Government, Pedro Sánchez, announced yesterday the opening of Spain to international tourism without restrictions and as of Monday for the British and other countries that are not from the EU and are considered safe and as of June 7 for those vaccinated from any country, although the vaccines must have been approved by the WHO or the EMA. This excludes part of Latin America and Russia, for example, where Sputnik is applied, not recognized.
