CORONAVIRUS – The National Assembly finally voted on the night of Tuesday 11 to Wednesday 12 May by 208 votes against 85 the text on the exit from the state of emergency and the establishment of a health pass in the face of Covid-19 , after the quack in the majority.

Under pressure from the centrists, the government agreed to shorten the transition period during which restrictions on freedoms remain at its disposal in the face of the pandemic, from June 2 to the end of September, rather than the end of October.

Earlier in the day, to everyone’s surprise, the deputies had voted against the key article of the bill for the gradual exit from the state of health emergency, the MoDem dropping LREM to protest against the vagueness of the text.

The deputies had rejected Article 1 by 108 votes against 103. “There was no dialogue and listening” on “the red lines” of the text, within the majority, explained Philippe Latombe (MoDem ), stressing the unanimity of his group against the article. The government had asked for a second deliberation.

The draft law on “management of an exit from the health crisis” sets a transition period from June 2 to October 31 during which the government can continue to exercise health police powers deemed exorbitant by the oppositions and certain defenders of public freedoms. .

Article 1 is the heart of the text with the possibility for the Prime Minister to continue to take curfew measures until June 30, 2021 inclusive, within a time slot between 9:00 p.m. and 6:00 a.m. maximum.

It also provides for a health pass which must make access to large gatherings or certain places subject to the presentation of a negative result of virological screening, or proof of vaccination or a certificate of his recovery following a contamination.
